The cartoon refers to the New Orleans Massacre of July 30, 1866, in which at least 34 Black freedmen and 3 white Radical Republicans were killed when Confederate veterans and police attacked a peaceful constitutional convention. Johnson had effectively encouraged the violence by withdrawing federal protection and signaling his opposition to Black political participation. Nast's response — casting Johnson as Nero, the monstrous emperor who fiddled while Rome burned — was the most devastating single political cartoon of the Reconstruction era.
